• distinguish open solicitations from research notices and expired listings
• capture buyer, procurement route, and response channel
• verify deadlines and time zones against notices and amendments
• download solicitation files and note missing attachments
• track eligibility and submission changes
• summarize scope and technical disciplines
• flag source conflicts
• record buyer questions and clarification deadlines
• prepare a source-linked qualification brief.
