What you'll do

• Lead implementation, scaling, and refinement of the Contracted Slots program
• translate First 5 Alameda County requirements into policies, workflows, and procedures
• lead and develop program staff
• oversee the slot lifecycle from outreach and eligibility through placement, contracting, payment, compliance, renewal, and exit
• develop slot allocation strategies
• oversee budget tracking, forecasting, reconciliation, and expenditure monitoring
• establish fiscal controls and audit-ready documentation
• coordinate data flows, reporting, and performance analysis
• build relationships with providers, government partners, and community organizations
• represent Hively in meetings and public forums.
