• prioritize improvements by impact, effort, and dependencies
• align teams on outcomes and milestones
• lead changes across infrastructure, services, tooling, and working practices
• establish and track delivery lead time, throughput, quality, and unit cost baselines
• verify improvements and develop reusable capabilities.
