This role serves as the chief operational leader for the Kern Community College District Human Resources department, overseeing district-wide HR functions and strategic initiatives. This position exists to provide executive leadership for specialized HR divisions, including talent operations, labor relations, and compliance. The role ensures operational effectiveness and regulatory alignment across the district through a shared-services model, supporting the district's mission by fostering a stable and compliant workforce.

What you'll do

  • Provide executive leadership and strategic direction for District Human Resources divisions including Talent & Workforce Operations, Employee & Labor Relations, EEO/Civil Rights & Title IX Compliance, Leaves, Benefits & Workers' Compensation, and Organizational Development & Training.
  • Plan and direct district-wide HR operations, ensuring compliance with applicable laws and regulations.
  • Supervise assigned directors, managers, and professional staff.
  • Coordinate HR services between District and College offices through a shared-services model.
  • Serve as Chief Negotiator for labor relations and collective bargaining.
  • Oversee organizational development, talent acquisition, and risk mitigation initiatives.
  • Manage budget expenditures for assigned programs and represent the department to the Board of Trustees.

Bachelor's degree required; advanced degree preferred.
Experience
Extensive experience in human resources management, labor relations, and executive leadership within a complex organizational environment.
