The Capital Program Director works onsite in Okatie, SC, full time. Pay is $105,726.40–$163,862.40 per year. The director oversees planning, design, and construction of capital improvement projects and establishes project management standards for the Engineering Department. The role supports reliable water and wastewater infrastructure by directing resources, budgets, schedules, and compliance across the program.

What you'll do

• Lead department staff and project planning
• establish project governance, methods, and workflows
• advise the Board’s Capital Projects Committee
• oversee infrastructure construction, renovation, maintenance, and operations
• direct capital improvements and water and sewer master planning
• manage budgets and schedules
• direct consultants and contractors
• ensure permits and approvals
• support land and easement acquisition
• prepare reports
• and represent the Authority at meetings.

Why this role

Requires a bachelor’s degree in environmental, civil, or mechanical engineering or project management; at least eight years of project or program management experience; at least five years of management-level experience; and a South Carolina Professional Engineering License. Project Management Professional certification is preferred.
