The expert translates federal guidance and library-program knowledge into a compliant, usable state plan. The role supports needs assessment, goal and project development, evaluation, stakeholder participation, and final technical review.

What you'll do

• Interpret and apply IMLS Five-Year State Plan Guidelines and Grants to States requirements
• advise on library audiences, services, programs, assets, barriers, partners, and statewide context
• develop or validate mission, needs-assessment logic, goals, objectives, indicators, projects, benefits, and timing
• map goals to focal areas and projects to IMLS intents
• address coordination with related programs
• develop evaluation, monitoring, participation, certification, and assurance content
• incorporate evaluation findings
• participate in stakeholder sessions, presentations, draft reviews, and comment disposition
• and conduct final technical compliance review. Requires a bachelor's degree or equivalent experience and 5+ years of relevant library-program experience. U.S. citizenship is required.
