SNAP EBT Planning Consultant

Job overview

The SNAP EBT Planning Consultant is remote, with required travel to South Dakota for project activities. Pay is $50 per hour. The consultant supports planning, procurement, implementation, and testing of South Dakota’s Supplemental Nutrition Assistance Program Electronic Benefits Transfer system. The role helps state stakeholders and federal agencies prepare procurement and planning documents, evaluate vendor proposals, and plan and lead system testing. Its work supports a compliant EBT system procurement and implementation, including system acceptance and user acceptance testing.

What you'll do

• Review and update SNAP EBT RFP documentation
• develop project timelines, evaluation plans, scoring criteria, and training materials
• prepare Advanced Planning Documents and updates
• coordinate comprehensive system testing
• lead System Acceptance Testing
• train state personnel in user acceptance testing
• and prepare test evaluation reports for USDA/FNS review.
