Homeless Outreach and Public Safety Officer

The Homeless Outreach and Public Safety Officer is an onsite, full-time role in Dallas, TX; compensation is not specified. The position supports Downtown Dallas Inc. and the Downtown Public Improvement District in maintaining a safe, welcoming, service-oriented environment for residents, workers, visitors, businesses, and people experiencing homelessness. Work may include early mornings, nights, weekends, holidays, and special events. The officer combines visible patrols with outreach, observation, documentation, and referrals to help connect people with appropriate services and support district operations. The role coordinates with outreach providers, behavioral health partners, shelters, city agencies, law enforcement, and DDI stakeholders, while responding to public-safety concerns and assisting with de-escalation and emergencies.

What you'll do

• Conduct proactive outreach and document engagements in a mobile tracking system
• connect individuals to case management, housing, and other community resources using a Housing First approach
• coordinate with outreach providers, behavioral health partners, shelters, and city agencies
• patrol designated areas on foot or bicycle
• answer questions and provide directions
• observe, document, and report suspicious, criminal, hazardous, and quality-of-life concerns
• support Dallas Police Department efforts when required
• assist with de-escalation and emergency response, including first aid when necessary
• report equipment failures
• assist with special-event security and logistics
• complete activity and incident reports
• and use reporting, GPS, case-management, and radio systems. Requires a high school diploma or GED, a valid Texas driver's license, and ability to obtain a Texas Level II Security License within the specified timeframe.
