SNAP EBT Planning Consultant

Job overview

The SNAP EBT Planning Consultant role is hybrid, based in Pierre, SD, with remote work and travel to South Dakota when required. The stated salary range is $90,000–$130,000 per year. TeleSolv Consulting is supporting planning and implementation of South Dakota’s Supplemental Nutrition Assistance Program Electronic Benefits Transfer services; the engagement is expected to continue through 2029. The consultant provides business, technical, and project-planning expertise across procurement, implementation planning, and system testing. The work helps the project meet government requirements and deadlines by developing procurement and planning documents, coordinating evaluation activities, and preparing and administering comprehensive system tests.

What you'll do

• Review and revise SNAP EBT request-for-proposal materials to address federal requirements, policy, procedures, technical standards, and Quest operating rules
• incorporate South Dakota business and technical requirements
• develop and maintain project timelines
• participate in project calls
• develop proposal evaluation plans and evaluator materials
• prepare Implementation Advanced Planning Documents and updates
• ensure planning documents comply with FNS Handbook 901 and applicable federal regulations
• plan and coordinate unit, integration, performance, end-to-end, user-acceptance, regression, and fail-safe testing
• coordinate with the EBT processor
• develop test databases, cases, scripts, schedules, acceptance procedures, Go/No-Go criteria, and contingency plans.
